Abstract(in English) The frequency band from 21.4GHz to 22GHz is assigned at WARC92 to the region 3 including Japan and will be available for broadcasting satellite services from the year 2007. This band has a transmission characteristic that transmitted signal is severely degradated by rain. Therefore, any countermeasure should be take into acount to solve this problem. In this paper, we propose new technique called "long block-length interleave" which can improve service availabirity with low efficiency loss. We evaluate the relationship between error correction capability and period of the long block-length interleave using rain-attenuation data. Some ward ware thechniques for realizing long block-length interleave are also discussed and a prototype apparatus is introduced. Finally, a method to improve packet error performance is discussed.
