ON THE ROLE OF RELIABILITY FOR THE FULFILLMENT OF SAFETY

Abstract(in English) Safety and reliability are two quite different concepts in their inherences. On the other hand, they are related closely in their applications. It is earnestly desired to make reliability people more familiar with their field. They have to be more interested in safety, and their understanding has to be more profound on it. Along this line, the mutual relationships of the above two concepts are discussed putting stresses on the following points: 1. Both concepts require systems engineering way of thinking; 2. Basing on the analytical reasoning of mutual dependencies among system elements, ideas of hazards, risks and acceptable risks are introduced; 3. Case studies where safety and reliability co-work for security, and where one of the above two disturbs the role of the other; 4. Remarks are given for how to carry out schematic conceptual design of reliability and safety; and 5. Mutual dependencies of the two concepts which are taken account in the latest international standards.
