Abstract(in English)	We expect that significant difficulties will arise due to the increase in user number and cost competition that will accompany the emergence of new independently constructed IP networks and the disparate communication services offered on them. Therefore, we are studying the provision of IP full service wherein multiple IP communication services are provided sunultaneously on the controlled IP network; the operational responsibility of this network is assumed by communication carriers. This paper supplements other publications in this series, and proposes Data exchange service using open URLs.
