Rate Control of Streaming Data with Network Load Measuring

Abstract(in English) Recently people frequently use streaming on the best effort network such as the Internet. However, we can deliver video contents with satisfactory quality only with fixed rate transmission under low traffic load condition. Also traffic increase in the middle of a stream session causes video quality degradation. In this paper, we propose a dynamic rate control algorithm. Network load is measured utilizing stream data packets and the network load is used to control stream rate. The validity of our algorithm is shown by simulation.
