Abstract(in English) Recently such applications as transmit real-time data through the Internet have been developed, and the number of users who connect to the Internet by low-bitrate line at home has increased. A method of controlling a sending rate that can manage latency of real-time data and use available bandwidth fully even in case of a low-bitrate Internet connection is required. We propose a method that keeps the amount of data which have send out to the network and have not arrived at a receiver yet constant. We make experiments through the actual Internet environment, and verify the effectiveness of this method.
