Abstract(in English) At the 38th IETF meeting, RSVP protocol specification version 1 was approved by IESG as a proposed standard, and at the same time, an RSVP applicability statement was submitted by IESG. In IETF, it is unusual to discuss an applicability statement except for routing protocols, and the contents of the statement were also "unusual". All of the problems clarified by the statement are fatal when RSVP is applied to commercial Internet service. The purpose of this document is to survey protocol and implementation specifications of RSVP that have been clarified up to the present time, and then to clarify the problems that are encountered when RSVP is applied to commercial Internet service.
