Abstract(in English) In this paper, we propose a multiplexing algorithm for MPEG-2 multi-program TS transcoder. Proposed method has the characteristic which no STD buffer failure occures. PSI packets should be output in certain interval. Audio packets should be output in the same time as input time. Video packets should be output so that the ratio of the number of output packet should be constant. From simulation experiments, we show the status of STD buffer and show the effectiveness of proposed method.
