Abstract(in English) Nowadays, to scramble the whole picture signals on the pay TV is used to protect from watching by non-contractors. And this method has the advantage of giving users a little fo visual information. But there is a problem in the information management. And so in this paper, to reduce the management, we propose the scramble scalabilty as a scramble scheme. This scalablity concept is that scramble image is offered in low layer, and high quality image is done in high layer. And we consider the application in this scalability on MPEG coding. As a result, the scramble image could be produced by the quantizer matrix and parameters.
