Abstract(in English) In this paper, low bit rate coding for a video clip such as a commercial film in television is proposed. It is shown that characteristics of a video clip are different from the conventional video sequences used in video coding standardization activities. Therefore, new coding techniques suitable for a video clip is proposed in order to increase coding efficiency.
