| Abstract(in English) | With rapid technological advances, space radiocommunication services have been far extended from the fixed satellite service to mobile, broadcasting, space research and other space services in pursuit of global village, leading to ever-lasting demand for appropriate satellite orbits and relevant radio frequencies. On the other hand, many efforts with regard to transborder service provision at the intergovernmental organizations, e.g.WTO or INTELSAT, especially during the last decade resulted in substantial liberalization of telecommunication services, including most of space services. The main focus of this article is of three kinds: first, to examine fundamental legal principles governing space services under Space Law, second, to clarify the basic rule provision in the ITU Constitution, third, to review trends of deregulation at those relating organizations, such as ITU, WTO, ISOs, and consider the effect of such liberalization. With above considerations in mind, the author would like to make some recommendation on current space policy and regulatory issues in Asia Pacific Region. |
