Abstract(in English) CENELEC issued "Standardization Plan ofFully Anechoic Chamber (FAC) in November 1996. We have summarized our proposal forimprovement to the plan and presented it as a study report by NGO to the delegates from lEC, CISPR and CENELEC in November 1997. Discussion on the agendaforthe CENELEC's FAC, July 1998 has elucidated the requirements for the free-space type test site through clarifying the method ofassessing the test site performances and the disturbance limits. Next subject should be (1) economical realization ofthe FAC (by miniturization and lowering cost), and(2)justification forhow-to handle the EMI data(i.e., decision on adopting the free-spacevalue or correlation conversion. This study report descrives (1) an example of economical use ofan FAC with multiple U-fenceand (2) meaninglessness ofthe correlation conversion to/from an uncertain measure noting that the measurelnent system with the metallic floor type test site currently applied according to CISPR16-1 uses the uncertain measurein principle. Also proposed that the free-spaceFAC method on a stable measure should be approved as a right EMI measurement system while the current CISPR16-1 method on the uncertain measure should be abolished after some transitionalperiod (e.g. 3 years).
