Abstract(in English) Due to data compression(e.g. moving compensation),the number of video codes varies from picture to picture.In satellite communicaiton,video information is transmitted by fixed band but allocating band width of peak rate of the information results in inefficient use of the band.Certain delay and fluctuation of picture quality narrow down transmission band and improve efficiency of band use even it is fixed.Relationship between bandwidth and delay,how often and how much information reduction is required when transmitted by fixed band and how to decrease the amount of information are examined,taking MPEG2 as an example of video encoder.
