Trend of Internet Performance Standardization

Abstract(in English) The Internet, a global IP service network, continues to grow. In recent years, a trend of both expansion of performance measuring tools and standardization of metrics measured by those tools have been prominent in various places including IETF. In this paper, we first introduce the framework for performance metrics and methodology developed by IETF. Then we introduce four individual metrics already discussed at IETF, connectivity, one way delay, one way packet loss, empirical bulk transfer capacity. We also introduce that T1 of USA and consortiums of IP providers have started discussion on performance metrics as well as measurement methodology. Finally we discuss how the trend of Internet performance standardization will have an impact upon the future Internet, and we anticipate that IP providers will have to be increasingly conscious of performance-oriented network management instead of traffic-oriented network capacity planning in severe circumstance where IP providers need strategic competition and cooperation.
