Abstract(in English) We are planning for the effective use of the mobile phone and internet system as a wide area and high speed information transfer function for the advancement of communication, especially educational and social communication tool, of the person with hearing impairment. As a free social life for the handicapped persons, the environment for the barrier free or universal design has been not advancing so rapidly. So we advocate an advanced design and plan of communication for the person with hearing impairment using the active and effective present rapid development of high speed information data transfer function. For effective and active research, study and construction, we think it necessary that an interested group, i.e., the handicapped, researcher, engineer and device maker, meet and cooperate.
