Abstract(in English) Recently, the earthquake activity has been became strong at western area of Japan, for example, the Tottori-Seibu earthquakes (M7.3) and the Heisei 13rd year-Geiyo earthquakes (M6.4). So that, there are demanding highly for the establishment of the system of the earthquake prediction researches. The important items of this prediction are the epicenter of the earthquake, the magnitude and the estimate time of occurrence. Now, before occurrence of the earthquake, the electromagnetic noise will arise as unusual occurs by the destruction of the plate bedrock. In this time, the authors picked up as the study objects the detection problem of the electromagnetic wave noise radiating from the earth by the crustal strain. The authors propose that in order to observe pre-seismic phenomena and naturally radiated electromagnetic waves noise, they bring to the system to completion on the earthquake prediction researches in the region of VHF band.
