Abstract(in English) Although the test distance in the EMC measurement under the latest recommendation is ten (10) m, the CISPR's Durban Conference (December 1995) have reached an agreement to accept an optional use of the measurement distance of 3 m because the correlation coefficient of 10 dB may be insured referring to actual data, i.e., 5-10 dB obtained in Germany, Japan and so on, and it has been decided that such agreement be included in the fourth version (Autumn, 1996) of CISPR 12. Such decision, however, is very problematic. The correlation coefficient may take -5 to +30 dB depending on polarization, frequency and type of road surface. Therefore, if it is assumed as 10 dB for all cases, occurrence of a larger error in the measurement may be inevitable. The main concern in the method of measurement by the recommendation was at the ignition noise, consequently it can hardly be applicable to the so-called high-tech car or electric car which equips with recently developed electronic control devices, navigator and soon. In other words, acceptance and its subsequent standardization of the revised recommendation seem to be very risky in view of international non-tariff barrier or product liability. This paper points out such technical defects gives proof and proposes a solution.
