Abstract(in English) The function of infomation is a symbol and the function of intelligence is a decoder. The language processing needs overlapped networks of the decoders. The connection between the output of a decoder and a set of action gives the intelligence. The learning of a life corresponds to the heuristic implementation of the decoders. Not only behavior control but also language processing can be carried out by the decoder. The decoder is the representation of a concept and the set of pre-conditions of a decoder corresponds to the category. Such overlapped network of decoders realizes the congnitive faculties.
