Determining Address Format Using Layout Rules for Reading Japanese Hand-written Mail

Abstract(in English) This paper proposes a new method for determining address format used on mail that has been hand-written in Japanese. The method is composed by the following 3 processes: 1) detection of mail elements such as stamps and zipcode frames in the mail image, and matching the result with layout rules to generate format-candidates, 2) address character line detection for each format-candidate, and 3) format selection out of the candidates using the statistical likelihood of the appearance of address character lines. Also proposed is a method for detecting lines such as underlines for addresses . The correct format determination rate was improved by the process 1), from 86.8% to 93.4% in the experiments with 455 mail images.
