Information System Cost Assessment Based on Functional Size Measurement

Abstract(in English) In this paper, I propose a new cost assessment framework, which is based on three sizing measures; namely, Functional Size (FS,) Value-added Size (VS,) and Production Size (PS.) FS is measured by so called FPA (Function Point Analysis,) and VS is then derived by adjusting FS using quality checklist. PS is finally derived from VS by applying specific productivity factors which depend conditions of implementation such as languages, OS, or tools. This framework is effective for project planning and cost estimation since user and planner can systematically examine various alternatives for a system from multiple viewpoints.
