| 抄録(和) | 筆者らは, 昭和41年度から地方自治体で一貫して騒音対策の業務に従事しており, 騒音の苦情処理, 騒音規制法・公害防止条例に基づく工場・事業場の許認可, 公害防止条例の制定, 環境騒音等の測定評価, 騒音に係る調査研究, 環境アセスメントの審査などに携わったことを踏まえ, 騒音の規制はその時代における苦情が基本となって, いろいろな施策が行われており, その変遷と現状において地方自治体が行っている各種騒音対策について考察するとともに, 今後行政として騒音低減施策は現場における騒音測定評価法も含めどのように展開していったら良いか考察したのでその一例を報告する。 |
| 抄録(英) | We have consistently engaged in administrative noise control in local governments since 1966, through dealing with resident complaints about noise, permitting of operating in factories and business offices in accordance with Noise Regulation Law and pollution control ordinances, enacting pollution control ordinances, measuring and evaluating environmental noise, investigations of noise control, examinations of environmental impact assessment and so forth. With the above experience, in this present work we report the transition of autonomous administrative noise control that the change of regulation is based on resident complaints at all times. And we also report one example of studying how to develop administrative noise control in the future, including methods to measure and evaluate noise on the spot. |
