Cyclic Ruled Line Elimination and Character Line Segmentation from Handwritten Document Image

Abstract(in English) In this paper, we propose a new procedure of cyclic ruled line elimination and character line segmentation from a handwritten document image. The riled lines are detected by a horizontal projection and their cyclicity, and they are eliminated without cutting a character line by using a neighbor mask. The character lines are segmented by the estimation of the character size(width and height)and the projection. We evaluated the efficiency of this system experimentally for 9 handwritten document images by computer. The correct rate of the line segmentation was 95.4%.
