Abstract(in English) License plate recognition systems, if they are to be practical, have to be prepared for changes in surroundings, such as lighting and weather, as they are often used in outdoor settings. This paper describes such a system the authors have developed, which is characterized by new adaptive thresholding and shadow-removing methods. It also discusses the results of experiments, in which the system achieved a plate-basis accuracy of 98.2% on about 1300 field data samples.
