Toward New Developments in Character Recognition : Current Status of Handwritten Numeral Recognition on Japanese Postal Code Reading

Abstract(in English) IPTP has held two successive Character Recognition Competitions followed by a survey focusing on 3-digit handwritten postal code images. The results revealed that several recognition algorithms achieved considerably high performance and that many participants used the stroke direction-based feature and statistical discriminant function. Further investigation utilizing the various algorithms demonstrated that an effective method should comprise feature extraction by concentrating or propagating the local direction components and discrimination by transforming the feature vector space through principal component analysis or use of a multilayer neural network. Moreover, the analytically derived results of the substituted and rejected patterns confirmed that the combination of several algorithms emp1oying different aspects served to delineate one of the directions important for achieving the higher recognition performance.
