Abstract(in English) This paper describes a new recognition method of black ruled line forms. We proposed 1)a high speed line removal method, 2)a connected chracter recognition method, and 3)a zero string recognition method. In a ruled line removal experiment, 824 characters were used, Almost all ruled lines were correctly removed. And 93.6% of character defects, where black ruled lines and character strokes were crossing, were correctly restored. Furthermore, 80.9% of character defects, where partial character coincided with black ruled lines, were correctly restored. In a character segmentation experiment, 12, 644 characters were used. 97.7% of characters were correctly segmented.
