Character Extraction from Ruled Forms with Coefficients of Affine Transformation

Abstract(in English) We describe a form processing system which extracts characters to be read in ruled forms. Many of current systems have to deal with forms designed for OCR, but such forms are expensive and cannot change their format easily. Our system finds the coefficients of affine transformation between registered form images and ones filled with characters. That enables us to achieve high accuracy in form identification and character extraction, and releases us from forms for OCR. In our experiment, our system identifies forms with accuracy of 97.8%, and extracts characters with 99.66%, which indicates that it can be put into practical use.
