Abstract(in English) As a part of the Intelligent Transport Systems (ITS) initiative, we are developing a management system for the efficient operation of commercial vehicles and snpport for public transport. Some devices are being used for the usual systems in the communication between the server and the vehicles. We considered using mobile email in the vehicle operation management system. It is because the introduction cost of the communication device is low and the function expansion of the system is easy. Bat there is a problem in mobile email. That is a delay occurs at random in by some external factors. This paper presents a proposal of the communication control method based on the random delay.
