Abstract(in English) Key escrow system for secret key cipher telecommunications where keys can be dynamically and frequently changed through on-line network. But, when the non-registered keys are used, telecommunication are physically disturbed. This System has 3-phase of encryption at sending station, transformation at base station and decryption at receiving station, and uses one-way-functions at every phase. Two RSA public key cipher type functions are introduced as the one-way-functions in the secret key cipher.
