An International Key Escrow System with Distributed Trusted Third Agencies

Abstract(in English) Several key escrow schemes considering the international communication between users are proposed. The law enforcement process, in the scheme [kuroda et al., SCIS '98-5-2-C, 1998] proposed by Kuroda et al. during them, is performed subject to the consent of both countries. The scheme has only an international trusted third party (ITTP) which is established independent of each country and provides the crucial information for the law enforcement effort. However, commiting such a crucial task to only one party permits the centralization of various attacks. So, in this paper, we propose the modified the law enforcement protocol in the distributed international parties. Furthermore, we also discuss how to deposit the user's key of users with the threshold schemes.
