Abstract(in English) Verheul and Tiborg. proposed "Binding cryptography", which adds binding data to the TIS-CKE (Commercial Key Escrow) concept. The binding data is a warranty for the equality of the session keys among receivers and trusted third parties(ttp). They also presented a construction for binding data for ElGamal encryption schemes. In this paper, we construct a Binding ElGamal scheme, which shares a session key of encrypted message not but a secret key of ttp. It is important that commercial key recovery systems need to provide the selectivity of ttp public keys on each domain, and the legality of international communications.
