An international approach to the TTP-based Key Escrow : Ecrowing government versus Non-Ecrowing government

Abstract(in English) In this paper, we consider the problem on a law enforcement to the communication between users in the different countries. Especially, the system based on Diffie-Hellman key establishing scheme allows each country to make law enforcement efforts with the their own user's escrowed key independently without the opposite country's collaboration. However, in case each of the countries is a country denying the policy of key escrow, such an arbitrary law enforcement of an escrow government in the opposite country causes the international problem. Therefore, we propose one solution to this problem that only when both countries agree on the law enforcement for their user's communication, the international party formed independent of each country provides each country the information enabling to access the user's communication.
