Abstract(in English) In this paper, we propose a video rate control scheme for MPEG-2 multi-program transport stream (TS) transcoder. At first, we explain its algorithm that considers the composition, rate distortion characteristics, and start-end points of pictures in current transport stream to be transcoded. Next, we show the transcoder with the proposed video control scheme, and explain the process flow. Finally, from simulation experiments, we compare the proposed rate control scheme to the conventional rate control scheme in terms of changes of a ratio between input bits and output bits, coding bits and picture quality.
