Abstract(in English) The convergence of IP (Internet protocol) networks with telephone network systems is expected of an offfer of various services. In order to realize these services, we propose a system implemented the service control function to generic server systems. Radical fluctuate demands of IP Network requires that the system can correspond to the change in demand. The system is required to suppress the initial cost for the risk of demand and to offer the services timely. The establishment of the design method for the system to be satisfied with these requirements is needed. This paper discussed the concepts for the design method, and also described the requirements for the system and system architecture models.
