Abstract(in English) In this paper, we propose a Counter-Based Rate Control Algorithm (CBRCA) as a flow control scheme for ABR service. In the proposed mechanism, the number of cells transmitted by each VC is monitored by the different counter in order to specify correctly the VC that may cause the congestion. Simulation results show that CBRCA exhibits the better performance than EPRCA in the aspect of fairness especifically when some source happens to violate the network regulation.
