Abstract(in English) In this paper, a new dynamic bandwidth management control is introduced based on the bandwidth renegotiation in ATM networks. In computer-based multimedia application, the rate adaptation capability of terminals can be incorporated into the bandwidth management control. The key point is how to implement the user's incentive to reduce the rate after it has been increased. This dynamic management control also enables us to avoid the difficulties of call admission control and usage parameter control which is required for existing VBR service class. In the current paper, we present a basic concept of the dynamic bandwidth management policy.
