Abstract(in English) An optical transmission line monitoring system in the 1.65μm band is indispensable for the construction of 1.3μm and 1.5μm transmission system. This paper reports the high gain fiber amplifier operating at 1.65μm using Tm^<3+> as active ions. The amplification using Tm^<3+> ions has a problem that a large amplified spontaneous emission occurs from 1.75μm to 2.0μm, which results in decreasing the amplification efficiency. In order to overcome this problem, the cladding of the ZBLYAN fiber is doped with Tb^<3+> ions to suppress the amplified spontaneous emission. The Tb^<3+> ions are proven effective for realizing a high gain through the theoretical consideration and experiments. A 35dB gain is achieved for the pump power of 140mW. A gain over 25dB is achieved in the 1.65μm to 1.67μm wavelength region.
