Abstract(in English)	The service with the mobile terminal will growth more and more because of its availability. However, the countermeasure against the security risk must restrict the availability of that service. This paper shows the security framework to solve this problem. Under this security framework, the trusted third party informs the user of the user's risk in advance, the user can choose whether he should use that service. Therefore he will use the service with the required care, he can choose the balance the security level and the availability.
