Abstract(in English) As IP network is used as various communication methods, e.g.voice, video and so on, a quality of service(QoS)of IP network becomes important.To provide the QoS guaranteed network services, it needs not only to execute QoS control but also to measure QoS each service or each user.In this paper, we propose a method of effective sampling measurement, which does not always measure network traffic but measures it during any intervals.To execute effective measurement, especially delay measurement using two meters, a starting time on the meter is different from the starting time on another meter.APre-estimated delay is used as the difference.Therefore it is possible that the buffer size which is necessary for sampling is reduced and as many QoS measurement data as possible are obtained.
