Abstract(in English) Service level agreement (SLA) has become popular in the Internet businesses. Most ISPs (Internet Service Providers) apply SLA within their own networks. ASPs (Application Service Providers) are also going to introduce SLA. Current SLA parameters are not always easy for users to understand. SLA parameters that are more adequate from users' viewpoint should be developed. In order to manage SLA, measurement and administration of spare capacities in network facilities are useful. Mechanisms to collect application-level QoS data and to have those data available by the public are useful to increase users' credibility for the Internet. Collaboration between ISPs and ASPs is also useful to efficiently manage SLA.
