Application of international safety standard IEC61508 to telecommunication network

Abstract(in English) IEC61508 is the international safety standard that describes overall Safety Lifecycle activities including design, validation, realization, decommisioning for electrical/electronic/programmable electronic systems and is now under standardization. This paper describes the application of IEC61508 to telecommunication networks. This standard applies to systems those failures or software errors will bring out serious accidents and will cause a considerable damage to the society. At first we describe the hazard analysis and risk analysis proposed in IEC61508. Leased line service undertakes the responsibility of telecommunication function of various public safety related systems and is available as intranet and enterprise network. We consider the design and management of a leased line system if IEC safety standard applies to a leased line system. Finally we refer briefly to some attentions when IEC61508 applying to system design.
