Abstract(in English) Satellite communications system using inclined synchronous orbits is suitable for mobile satellite communications because of high elevation property of the system. Minimum elevation angles more than 70 degrees can be achieved using three satellites. The details of the satellite constellation including orbital inclination dependencies of the locus and elevation properties are presented. The optimum orbital inclination and longitude of ascending node of the constellation for the regions around Japan are derived and the elevation properties for the condition are shown.
