Abstract(in English) We have given a picture quality scale : PQSvideo for moving images. In this report, we will give the overall picture quality scale for a program : PQSprogram based on PQSvideo. The definition of PQSprogram is defined considering, (1) perdeptual properties for moving images, (2) weighting on atractive scene, (3) PQSstill, (4) PQSvideo for moving scene, and (5) the term ratio of each scene to overall program time.
