Abstract(in English) The basic guideline for ITS in Japan was published in July 1996, by five national bodies. ITS studies and developments started in cooperation with government, business and academia. The guideline shows nine fields in which development work is to take place such as advances in navigation systems and electronic toll collection systems. These systems will be introduced and operated by the beginning of 21st century. This paper reports ITS services, organization for ITS study and development, ITS system architecture study and standardization activities, and considers performance issues for ITS.
