Abstract(in English) In this paper, we introduce the rate control method of MPEG-2 encoded video over ATM networks. The rate control method is defined in MPEG-2 test model 5 to make the CBR-encoded MPEG video traffic. However, two major problems have been pointed out in TM5. Which are l) non-uniformity of picture quality, 2) in-ability to handle scene changes. We propose the rate control method which uses the bandwidth re-negotiation method to overcome these problems. In proposed method, users provide the network with the parameter on required quality of pictures. And to avoid the video quality degradation from buffer overflow at the sending end station and to guarantee the required delay bound, we introduce the bandwidth re-negotiation method. We show that the effective and high quality MPEG-2 video transfer can be performed with these controls, where the required buffer size is kept small and the required quality of service on video quality and delay bound can be guaranteed.
