Bitstream Scaling by Reference Frame Altering

Abstract(in English) The video delivery service must be able to support a wide variety of bit rates because of the various connection types employed by users. Therefore, a video delivery server should be able to provide, from source video, bitstreams which are encoded at different bit rates. This means a technique for generating various bit rates by scaling one bitstream is needed. When the scaled range is wide, the conventional methods are not enough. To solve this problem, we propose scaling the bitstream by altering a reference frame without new motion vector detection. The new motion vectors are estimated from the original motion vectors. This method extends the number of degrees of freedom of bitstream scaling.
