| Abstract(in English) | This paper addresses the use of Information and Communication Services (ICSs) for people with disabilities. Guidelines for information and communication devices on accessibility have been announced officially in Japan. Many people with disabilities use those devices with the assist of a carer. There also exists certain situation that a user can not find out an appropriate or a desired service in a group of ICSs, even if he/she can access a device. We introduce the concept of universal service that combines access to devices and utilization of ICSs, that is defferent from a usual one. |
