Abstract(in English) It is very important to support communications in the emergency situation for large scale systems. This paper deals with a hierarchical group communication support system for emergent situations. Our system is based on the communication model which considers human related factors such as "competence", "duty", "responsibility" and "knowledge". We show a simple simulation example of the communication model, and discuss on availability for the model. Furthermore a prototype system for communication support based on the model is introduced.
