Adaptive Weighted Encoding Method Using Image Segmentation

Abstract(in English) A method is proposed to improve the SNR of important area when the moving picture can be separated into the important area and the non-important area. The method utilize the translation table which determine the Quantization Parameter from Importance instead of using Rate Control. In our experimental evaluations, the proposed method improved the SNR of important area compared with conventional method.
