Abstract(in English) Digital terrestrial television broadcasting (DTTB) and digital terrestrial sound broadcasting (DTSB) in Japan will be started in 2003. DTTB and DTSB will provide new video services for mobile receiving equipment. These services will use low bit-rate video encoding systems such as MPEG-4 video standard. Since the quality of low bit-rate video will be lower than that of the former high-definition television systems, the encoding parameters such as frame rate and image size must be chosen so as to optimize subjective quality. We describe the procedure for setting encoding parameters based on the results of the subjective quality evaluation of low bit-rate video.
