| 抄録(和) | 最近の人的過誤による事故は個人的過誤というより、組織的過誤と言えるほど、組織要因の不適切に大きく起因し顕在化している。その特徴として、単なる故障・トラブルではなく、プラント全体からその企業の存廃、さらには社会的事件にまで発展しかねない様相を呈している。原子力分野ではOECD/NEAが安全文化構築のために、2000-2に「原子力発電所の安全に関する組織要因の同定と評価」なる報告書を公表した。日本プラント・ヒューマンファクタ学会では、この報告書をベースに日本のプラントでの安全確保に関係する組織要因について調査・検討して、活動に際し考慮・行動すべき事項55項目を提言した。これを紹介し参考に供したい。 |
| 抄録(英) | Recent events derived from human errors show more organizational factors than individual ones. The influence of these errors derived from the organizational inappropriate operations is not limited to simple faults or troubles. These events are threatening the existence of the whole plant or of the organizations themselves, or may even be taking an aspect of a social case. In the field of nuclear power, the OECD/NEA has published a report in February 2000, "Identification and Assessment of Organizational Factors Related to the Safety of NPPs". Based on this report, The Society for Industrial Plant Human Factors of Japan examined organizational factors to ensure safety in Japanese plants, and the Society proposed 55 items of considerations or actions to be taken in the plant operations. For reference, this paper describes the proposals in detail. |
