Operational Safety and Organizational Factors : Proposals for enhanced safety culture in plant operations

Abstract(in English) Recent events derived from human errors show more organizational factors than individual ones. The influence of these errors derived from the organizational inappropriate operations is not limited to simple faults or troubles. These events are threatening the existence of the whole plant or of the organizations themselves, or may even be taking an aspect of a social case. In the field of nuclear power, the OECD/NEA has published a report in February 2000, "Identification and Assessment of Organizational Factors Related to the Safety of NPPs". Based on this report, The Society for Industrial Plant Human Factors of Japan examined organizational factors to ensure safety in Japanese plants, and the Society proposed 55 items of considerations or actions to be taken in the plant operations. For reference, this paper describes the proposals in detail.
